open a terminal and type
$sh hplip-3.9.x.run

You do not need to download the file on Fedora, Ubuntu, and OpenSuse. These top 3 distros have hplip included in their repositories.
You do not even have to have HPLIP to say [Insert local ip of printer] port 8080 is for printing
